Reminder: Vessel Storage Deadline Approaches

The Harbormaster’s office reminds residents that no vessel shall be stored or placed on any Town property between November 15 and April 15 without written permission from the Harbormaster. Any vessel placed or remaining between those dates shall be considered abandoned property and will be removed by the Town. The Town of Barnstable shall not be responsible for damage to or theft neither of any vessel placed nor for loss of property considered abandoned under this Town’s regulation. Questions? Veterans Day 2021

Veterans Day Events in the Town of Barnstable

This year’s Veterans Day parade will take place in Hyannis on Thursday, November 11th. The parade will form at 9:30 a.m. in the Town Hall parking lot and will step off at 10 a.m. sharp, proceeding up South Street, then left on Old Colony Road and left on Main Street, where it will continue to the Village Green. Following the parade, a brief ceremony will take place to honor America’s veterans and to dedicate the Hidden Wounds Memorial, donated by the Cpl. Jeffrey M. Lucey Cape Cod Chapter of Veterans for Peace #041.

Immediately following the Veterans Day parade and ceremony, the Town of Barnstable and the Cape & Islands Veterans Outreach Center will host the 4th Annual Barnstable Veterans Town Hall from 11 a.m. – 2 p.m. in the Town Hall Hearing Room, located on the 2nd floor. Food will be provided by the Hyannis Elks. The public is invited to attend.

Storm Debris

11/4/21 UPDATE: The Town has begun cleaning debris from the edges of the main roads and will move to all secondary roads. Homeowners may bring storm debris to the roadside ( do not block sidewalk ) and it will be removed. This cleanup will last several weeks.

The recent nor’easter resulted in tree damage across the Town of Barnstable. The Department of Public Works would like to inform residents on ways to handle storm debris from their property.

The Transfer Station & Recycling Center will not be accepting storm debris from residents. The Transfer Station is permitted to accept leaves and grass only.

It is recommended that residents contact a private contractor to clean up storm debris or residents can bring storm debris to a yard waste and brush disposal facility. Cape Resources (Marstons Mills), T.W. Nickerson (Chatham), Robert Childs, Inc. (South Dennis) and S&J Exco (South Dennis) are facilities on Cape Cod that accepting these materials.

As a reminder, open burning season does not begin until January 15, 2022. Please contact your Fire District with questions on open burning.

(Barnstable, MA – October 26, 2021) The Town of Barnstable is updating the Local Comprehensive Plan (LCP), last updated in 2010. The LCP will set out a vision for growth and development, land use, infrastructure, and resource protection for this distinctive community, as well as a targeted action plan to guide our future work and resource allocation.  

The LCP’s development will be steered by a Local Comprehensive Planning Committee. The purpose of the Committee is to better facilitate and communicate the planning process, and engage the greater community in the planning effort. 

At this time the Town is seeking input in the composition of this important committee. A memorandum outlining the proposed committee format and appointment make up was distributed in draft form to the Town Council on October 21, 2021. The memorandum is currently available for public review and comment and can be found on the Planning and Development website, Local Comprehensive Plan page: https://townofbarnstable.us/Departments/planninganddevelopment/Projects/Local-Comprehensive-Plan.asp.

Public comment on this memorandum, including the structure of the committee and appointment process, will be accepted through November 15, 2021.  Updates, including information about how interested residents can apply for a seat on the committee, are anticipated to be provided at the Town Council meeting on November 18, 2021, with additional communications to follow.  Please direct comments to Elizabeth Jenkins at elizabeth.jenkins@town.barnstable.ma.us with LCP Committee in the subject line.

Overview

The Cape Cod Commission coordinates transportation planning activities under the guidance of the Cape Cod Metropolitan Planning Organization (MPO), a collaboration of local, regional, state, and federal officials. The MPO, designated under federal transportation legislation following the 1990 United States Census, meets to review, direct, and vote on aspects and products of the transportation planning process.

The Cape Cod Joint Transportation Committee (CCJTC) is the transportation planning advisory group that reviews, discusses, and votes on recommendations to the Cape Cod Metropolitan Planning Organization.

Mid-Cape Cultural Council Grant Cycle Opens

The grants cycle opened September 1st, and online applications will be accepted through October 15th at https://mass-culture.org/  The application site is open.

Arts, Humanities, and Interpretive Sciences. LCC funds may only be used to support programs in the arts, humanities, and sciences in Massachusetts. This definition includes the study, pursuit, performance, exhibition, and appreciation of cultural activities in the broadest sense.

How does Mass Cultural Council define the arts, humanities, and sciences?

  • Arts refer to the creation of work in the crafts and performing, visual, media, folk, design, literary, and inter-disciplinary arts. In addition, they also include the presentation and preservation of, and education about works in these disciplines.
  • Humanities are types of learning that deal with human values and aspirations, human thought and culture, language, and creativity. Examples include, but are not limited to, history, social studies, philosophy, criticism, and literature.
  • Sciences are types of learning that deal with nature, science, and technology in ways that explain how they relate to people’s lives. Some organizations that conduct this type of activity include aquariums, botanical gardens, nature centers, natural history museums, planetariums, and science centers.

Public Benefit. LCC funds must be used to support activities that contribute to the cultural vitality of the community as a whole, rather than benefiting any private individual or group; however, this does not mean that a large crowd of people needs to participate in order to satisfy the public benefit requirement. For example, an artist working with a small group of teens is a valid public benefit. Whenever possible, activities funded by LCCs should be available to the general public by exhibit, performance, demonstration, reading, or other means.

Non-Discrimination. In accordance with state law, LCCs may not discriminate against applicants on the basis of race, gender, religious creed, color, national origin, ancestry, disability, sexual orientation or age, nor may they fund projects that discriminate on the basis of these attributes.

The Americans with Disabilities Act (ADA) requires that persons with disabilities have access to public programs or services on an equal basis with the rest of the general public. Furthermore, federal law mandates that any programs or service that receives federal or state funding must be accessible to persons with disabilities. Therefore, all events and programs funded by the LCCs must be accessible to persons with disabilities, including the facility or event location as well as the content of the program. Local Criteria. LCCs are authorized to develop additional council priorities and may give different weight to their criteria in order to reflect local concerns and community cultural needs. Because LCC funding is not intended to be used as the sole source of funding for projects of a continuing nature, LCCs are encouraged to formulate local policies regarding matching funding or funding limits over time in order to ensure that funding remains broadly available to the widest range of community cultural needs

Notice of Opened Shellfish Areas

In accordance with Chapter 130, Section 74A of the Massachusetts General Laws, the Division of Marine Fisheries has re-examined the waters of the below defined “CONDITIONALLY APPROVED ” shellfish growing area in Cotuit Bay (SC:21.4), in the Town of Barnstable, and in the “CLOSED” status based on NSSP Mooring Area criteria. As a result of this examination, the Division has determined that the below defined area now meets the established criteria for the harvest of shellfish and has changed the status to “OPEN TO SHELLFISHING” as of sunrise on October 1, 2021.

Under authority of 322 CMR 7.01(7) all permits issued thereunder are hereby conditioned to prohibit the taking, selling or possession of shellfish from the below defined area.

Cotuit Oyster Company Mooring Area

“The waters and flats of Cotuit Bay, in the Town of Barnstable, east of a line drawn from

the sign on Handy Point extending northeast to the eastern end of the pier at #551 Old

Post Road, continuing south of a line drawn southeast to the Town Buoy at

(41 degrees 37’28.42N, 70 degrees 25’15.74W), continuing west of a line drawn to the Town Buoy at

(41 degrees 37’21.83N, 70 degrees 25’21.07W) and north of the line continuing to the sign at Handy

Point.” The status of above Conditionally Approved area, SC:21.4, shall automatically revert to “CLOSED TO SHELLFISHING” on May 16, 2022 unless the Division changes the status prior to said date.
