DPW Storm Update

February 9, 2016 01:00 AM – Radar shows that the accumulating snow has ended. DPW main road crews are conducting final scrapes of their routes, and then will treat their roads a final time with material for the night. Secondary road crews are cleaning up and pushing back their routes. As the vast majority of the crews have been working for 22 hours, and will be close to the 24 hour mark when the above is completed, we then will end operations for the night. A limited crew will be in at 7 AM to deal with complaints, and prep for sidewalk snow plowing.

February 8, 2016 10:00 PM – The storm keeps hanging on, with periodic bands of snow, some of which are heavy. DPW crews are still out plowing main and secondary roads.

February 8, 2016 4:00 PM – We are in a lull.  Forecasts are predicting we will be still getting light snow for the rest of the evening.  DPW plows are continuing to work to get caught up from the heavy snows.  If the snow does remain light we will be able to begin to clean up, widen out roads, and push back corners later this evening,

February 8, 2016 12:00 PM – We are experiencing bands of heavy snow, gusting winds, and periods of limited visibility. The plows are all out, working hard to keep the roads passable. If you are able to, please stay off the roads.

February 8, 2016 08:00 AM – With the snow starting to accumulate, main road plows have begun their routes. Secondary roads, and parking lot plows will be starting their routes shortly. With the predictions of blizzard conditions and significant snowfall, please stay off the roads if you can.

February 8, 2016 05:45 AM – Due to the impending blizzard, Barnstable Town Offices will be closed today.  Non-essential Town Employees are not required to report to work.

February 8, 2016 04:30 AM – Good morning, another winter storm is at our doorstep. The latest forecast is calling for snow with gusty winds, which could lead to blizzard conditions at times. The DPW has mobilized and pretreated the main roads this morning. Plowing of mains and secondary roads will begin as the storm dictates. We will update this site throughout the storm.

DPW Update

Jan 24, 2016 6:00 AM – The snow has effectively ended with the exception of some sporadic snow showers. The roads are generally open and in good shape. DPW crews are continuing to work to clean up any remaining problem areas, widen the roads, and push back corners. We expect this process to continue for another couple hours.
Jan 24, 2016 1:00 AM – The main and secondary roads plows are still at it. The snow has lightened up considerably (reports show it snowing lightly until approximately 7:00 AM), and the combination of material and continuous plowing is starting to really show on the mains. Most are pushed back, and many are showing a lot of bare pavement. Efforts to improve the condition on secondary roads, and further clean up main roads, will continue until well after sunrise.

Jan 23, 2016 10:00 PM – The main and secondary plows are still out working on their routes, and drivers have reported that during this recent period of lighter snowfall they have been catching up. With a recent application of material on the mains, the inspectors are reporting that some are melting to pavement. Even so, it is predicted that we will get additional bands of heavy snow, so it is best if you can stay off the roads, and refrain from parking on Main Street Hyannis between midnight and 6:00 AM

Jan 23, 2016 3:00 PM – Good afternoon, Winter Storm Jonas is upon us. The DPW pretreated the main roads this morning. Plowing of main and secondary roads has begun. Latest forecasts indicate that there will be significant snow fall after dark, with between 1-3 inches an hour. If at all possible, please plan to be off the roads. The Town will update their website throughout the storm.

 

Precinct 7 Priorites

The genesis of these priorities flow from varied conversations and requests from the constituents whom I am honored to represent.

PEDESTRIAN SAFETY/ EXCESSIVE SPEEDING Pedestrian safety and excessive speed is the most requested issue to address. I requested the Town’s Growth Management Department to prepare the “Cotuit Village Pedestrian Safety Improvements Plan”. This was accomplished with several citizen-visioning sessions held at Freedom Hall. The final implementation is planned for 2016.

PUTNAM AVENUE
Putnam Avenue safety and a meaningful pedestrian link to the ocean and village center continue to be a much sought after goal by the many residents of the Landfall, Presidents and Landsdowne neighborhoods. Growth Management is preparing a concept plan for citizen review and action.

PRIVATE ROADS
The upgrade and repair of two major private roads in Cotuit continue to top the list. Old King’s Road connects the Town of Mashpee to Barnstable and is off Main Street. Since navigational systems have become an auto accessory this “private” road is used to bypass Route 28 and Route 130 and all the tie-ups that that intersection endures. Nearby is Santuit Road that generates the most complaints as it connects public roads at either end and generates a considerable amount of daily vehicle trips. Like many other private roads throughout the town, Santuit is primarily dirt and it is uneven with ruts and puddles making it difficult to safely navigate. After a good rainstorm its runoff spills onto School Street requiring constant cleaning. These two private roads also are the only roads that connect into a major development, Kings Grant, where all the roads are public.

SANTUIT RIVER
It was very sad to hear that the Santuit River is devoid of the famed sea-run trout. This could be the result of several factors including the impaired water quality of the estuary where the trout feed. Another major priority is to look to partner with the State and Mashpee to have a review of the conditions affecting the river and create a program to alleviate the problem.

COTUIT MEMORIAL PARK
Numerous requests have been received to have the Town follow the appropriate protocol with regards to the American Flag. If the flag is to be flown at all times it should be properly illuminated. A request has been submitted.

MAINTENANCE DREDGING
A continuing priority is to ensure that the Town produces a Town wide plan for maintenance dredging throughout the waters surrounding our village.

Be Heard Tonight!

Massachusetts Department of Transportation (MassDOT)  is coming to the Cape Cod Community College tonight at 6:30PM in the Tilton Arts Theater (Capital Conversations Flyer ).

MassDOT will have representatives from each Division, (Highway, Roadway Maintenance, Bicycle and Pedestrian, Aviation, Registry of Motor Vehicles, Rail and Transit).  They will sit down with each individual and discuss your ideas.

They are preparing their five (5) year Capital Plan and they want your input on funding.

The Department of Public Works will resume paving of Putnam Ave in Cotuit on Friday, October 9, 2015. Paving is expected to be completed by the end of the day, weather permitting. Vehicle access during paving operations will be restricted to one lane.  Motorists are advised to seek alternate routes to avoid delays. Operations will start promptly at 7 AM and run until 5 PM, after which time traffic will be opened back onto both lanes of the roadway. As always, please slow down and use extreme caution when traveling through the road construction areas and follow posted safety signs.

ROAD MILLING AND PAVING Four Locations

The Department of Public Works will be performing roadway improvements on Mary Dunn Road and Old Strawberry Hill Road in Hyannis, Wakeby Road in Marstons Mills and Putnam Ave in Cotuit beginning on Monday, September 28, 2015. Improvements include milling of existing roadway surfaces, drainage system adjustments, and placement of new asphalt pavement surfaces. Work is expected to be completed by Friday, October 30, 2015, weather permitting. 

Vehicle access during construction operations will be restricted to one lane.

Motorists are advised to seek alternate routes to avoid the construction work.

Operations will start at 7 AM and run until 5 PM, after which time traffic will be opened back onto both lanes of the roadway.

As always, please slow down and use extreme caution when traveling through the road construction areas and follow posted safety signs.

Bicycle Education at Freedom Hall

Rob Miceli, a Cotuit resident and Chair of the MassBike Coalition will teach Bicycle Education at Freedom Hall – July 23rd at 3:00 pm. The first twenty 10 to 14 year old kids to sign up for the one hour course must be accompanied by a parent or grandparent and should bring bicycle, bicycle helmet, and sneakers with laces (NO sandals or flip-flops!) to Freedom Hall. Rob will present bicycle safety, etiquette, rules of the road, maintenance of the bike etc. indoors at Freedom Hall followed by a ride on the streets with him. BICYCLES Rules of the Road

Massachusetts law allows police officers to stop bicyclists for violations, issue citations and even arrest violators who fail to give their name. Please take a moment to review the below bicycle safety rules of Massachusetts and be extra vigilant as a bicyclist and a motorist as you enjoy your summer in the village of Cotuit as well as across the Cape.
LIGHTS
Must have a white light in front, red light or reflector on the rear, side reflectors on the bike or rider.
HELMETS
Any person 16 years of age or younger operating a bicycle or being carried as a passenger on a bicycle on a public way, bicycle path or on any other public right-of-way shall wear a helmet.
SEATS
Must have a seat for the rider and passenger. No riding a passenger without a seat.
SIDEWALKS
Cannot ride on a sidewalk in a business district.
TRAFFIC LAW VIOLATIONS
Bike must ride on the right side of the road with traffic flow and obey all traffic laws such as stopping at red lights and stop signs and yielding at crosswalks.
PACKAGES
Packages may only be carried in a basket, rack or trailer designed for such purpose.
NO-HANDS OPERATION
At least one hand is required on handlebar.
HAND SIGNALS REQUIRED
Hand signal must be given when turning. Either hand is okay.
NO TOWING
Bikes cannot be towed by a vehicle nor may they tow a person on skates or skateboards.
FAILURE TO GIVE NAME
Must give complete and true name and address to police officer when stopped for a traffic violation.
Violations shall be punished by a fine of not more than $20. The parent or guardian of any person under age 18 shall not authorize or knowingly permit any such person to violate any of the provisions of this section.

MEDIA RELEASE

Roadway Paving Main Street, Cotuit

The Department of Public Works will be paving the base course of asphalt on Main Street in Cotuit on Wednesday May 20, 2015 and Thursday, May 21, 2015. The paving will be limited to the section of Main Street between Ocean View Avenue and Vineyard Road. The top course of asphalt will be installed on this section of roadway after the Labor Day holiday.

Vehicle access during the paving operations will be restricted to one lane. If possible, motorists are advised to avoid this section of Main Street to avoid delays.

Work hours will be from 7 AM until 5:00 PM on Wednesday and Thursday.

!!!!!!!!!!!!ATTEMPTED ABDUCTION!!!!!!!!!!!!!!!

5/4/2015 8:49:40 PM EST – Hello, this is an important message from the Barnstable Police Department. Monday afternoon, May 4, a female teenager reported that she was followed from her bus stop on Putnam Ave in Cotuit by a male party in a pick up truck. The pick up is described as a reddish brown older model 4 door or extended cab pick up with rust around the front drivers side wheel well. The victim reported that a male exited the truck and attempted to pull her into the truck. The suspect is described as a white male approximately 5’10”-6” tall, thin build, with short thick dark brown/grey hair. The victim was able to get away from the suspect and notify the Barnstable Police Department

SATURDAY ROAD WORK NOTICE

South Main Street, Cotuit
The Department of Public Works will continue with culvert improvements on Main Street in Cotuit this Saturday, April 25, 2015. The work will be limited to the section of Main Street near the intersection with Pinquickset Cove Circle. Vehicle access during much of the construction operations will be restricted to one lane. If possible, motorists are advised to avoid this section of Main Street to reduce delays. Work hours will be from 7:00 AM until 3:30 PM on Saturday. As always, please slow down and use extreme caution when traveling through the road construction area and follow posted safety signs.

South Main Street, Cotuit Reconstruction

Per Barnstable DPW Director, Daniel W. Santos, P.E. the South Main Street Reconstruction project should begin in earnest next week ( weather dependent, fingers crossed on both hands). Starting with street markings, flagging sign erection and tree removal  they plan to work until Memorial Day and have all of the drainage work and base course installation by then. Work will resume after Labor Day for final paving, guard rail installation , signage and striping. DPW UPDATE REGARDING ROADS

“We will continue to plow throughout tonight until the snow stops and all roads have been plowed and cleaned up. Keep in mind that this will not be accomplished as quickly or as effectively as people are used to due to the continued presence of enormous amounts of snow on the sides of roads as well as the hard pack snow and ice.

Tomorrow (Friday) we intend to treat all secondary roads with a mixture of 2:1, sand:salt; the highest concentration that we have ever applied to secondary roads. The salt in combination with forecast sun and warming temperatures over the next several days should loosen the hard pack up so that we can begin to remove it from the roads. We will continue to salt, monitor, and scrape until the roads are clear”.

Road Snow and Ice Removal

February 22, 2015 – This morning three DPW managers, including Director, Dan Santos, went to several roads and “plowed” them. There was a minimum amount of slush to plow. Not much melting had occurred and they each concluded that plowing would just leave a sheet of ice on the road. They have enough salt to make a 4 to 1 ratio of sand to salt and have decided to have crews sand/salt all the secondaries. This process should also take about eight hours to complete.

With the temperature expected to go well below freezing after today’s thaw, surface conditions will become slippery.

Take precautions when driving and walking.

Frostbite stages:

  • First degree: ice crystals forming on your skin
  • Second degree: your skin begins to feel warm, even though it is not yet defrosted.
  • Third degree: your skin turns red, pale, or white.
  • Fourth degree: pain lasts for more than a few hours, and you may see dark blue or black areas under the skin. See a doctor immediately if these symptoms arise. Gangrene is a real threat.

Hypothermia occurs when a person’s body temperature is below 96 degrees, and temperatures as low as 60 degrees can cause hypothermia if someone isn’t properly clothed.

Remember these tips to help prevent hypothermia:

  • Dress in layers
  • Always wrap up well when going outside in the cold.
  • Set your thermostat to at least a toasty 70 degrees during cold weather.
  • Avoid extensive exposure to breezes and drafts.
  • Keep plenty of nutritious food and warm clothes and blankets on hand to help ward off the winter chill. You’d also be wise to wear a warm hat during these months.
  • Eat hot foods and drink warm drinks several times during the day.
  • Ask a family member of neighbor to check on you often.
  • Ask your doctor if any medicine you’re taking increases your risk of hypothermia. Some drugs make it difficult for your body to stay warm. Drugs that may cause a problem include barbiturates, benzodiazepines, chlorpromazine, reserpine, and tricyclic antidepressants.

DPW UPDATE

February 16, 2015 5:15 AM – Good morning.  DPW is back at work and back in all the secondary maps.  Today’s plan is to make sure the secondary roads are pushed back to pre-storm levels and cleaned up.  We also will be running the main roads again to push back any drifting.  Sidewalk clearing will begin today, and we will have a few loaders out working to push back mounds on particularly bad corners.
