Barnstable Harbormaster’s Office to Hold Lottery Drawing for Some Currently Closed Mooring Waitlists

The Town of Barnstable Harbormaster’s Office announces that a lottery drawing will be held for some of the currently closed mooring waitlists. This opportunity will allow individuals, if chosen, to add their name to a mooring field waitlist that is currently closed. Individuals will be able to go online through a link provided on the Town’s Website and purchase a ticket for their chance to be added to the waitlist they select.

The five mooring fields chosen for this Lottery are: East Bay, West Bay, Cotuit Bay Shores, Tim’s Cove and Fish Hills. Moorings are highly coveted in the Town of Barnstable and this opportunity will allow 115 lucky winners the chance to be added to the waitlist of their choice.

The Lottery will open April 7, 2023 at 8:00 AM and close April 23, 2023 at midnight. The winners will be chosen at random on April 25, 2023 at 11:00 AM.

Disclaimer:

An individual can only purchase one lottery ticket per mooring field; multiple entries will automatically be removed by the Harbormaster’s Office. Winners will be chosen completely at random through an online computer system. The Town of Barnstable will not facilitate in anyway the individuals who are selected.

2023 Beach Parking Permits

The Recreation Division is currently processing 2023 beach parking permits. You are encouraged to apply now and have your beach sticker in hand before Memorial Day. After which it will take significantly longer due to the increased volume of permit applications. Parking permits may be obtained by accessing the online system HERE or by USPS mail or drop box located at the Hyannis Youth and Community Center. Permits are no longer being issued in person. Applications can be picked up at the Hyannis Youth & Community Center and the Barnstable Adult Community Center. The online system has a user guide to help those who are new to the process. For anyone with specific questions or in need of additional assistance with the online system, please call the beach permit hotline at 508-790-6345 X145 and a Recreation Division staff member will follow up with you to ensure you are able to secure your permit in time for summer.

Changes to Oystering Limit at Bay Street

Due to the amount of oysters still present at Bay St and in a continued effort to manage the Dermo (Perkinsus marinus) present in the oysters there, the Town Manager is allowing us to increase the weekly limit of oysters within NORTH BAY ONLY (aka BAY ST) to one level peck (10 quarts) per shellfishing week. This change takes effect SUNDAY JANUARY 1, 2023 and will remain in effect until oyster season closes. 

FAQ’S:

1. Does Dermo make people sick? NO, it is an oyster disease and although fatal to oysters when the infection is heavy, there is no effect on human health. As long as the oyster is alive, it is safe to consume. 

2. What if I go to Scudder, Harris Meadow or Bridge St for my oysters? The dermo infection is only prevalent at Bay St, so the weekly limit in ALL other areas of Town remains at ½ peck (5 quarts) per week. 

3. If I go to a place that the limit is only ½ peck, can I go to Bay St for another ½ peck during the shellfishing week? YES, if you get a ½ peck at Scudder, Harris Meadow or Bridge St during the shellfishing week, you can get an additional ½ peck provided it is harvested at Bay St.

The Massachusetts Department of Environmental Protection (MassDEP) is proposing to amend the Title 5 regulations, 310 CMR 15.000, to enhance protection of embayments and estuaries—particularly on Cape Cod, the Islands and Southeastern Massachusetts—from nitrogen pollution originating primarily from wastewater. The proposed amendments will add nitrogen reduction provisions within natural resource areas for Title 5 systems. MassDEP is also proposing new related regulations at 314 CMR 21.00 to provide a voluntary watershed permitting approach to control nitrogen and other pollutants from entering the embayments and estuaries.

Reminder: Vessel Storage Deadline Approaches

The Harbormaster’s office reminds residents that no vessel shall be stored or placed on any Town property between November 15 and April 15 without written permission from the Harbormaster. Any vessel placed or remaining between those dates shall be considered abandoned property and will be removed by the Town. The Town of Barnstable shall not be responsible for damage to or theft neither of any vessel placed nor for loss of property considered abandoned under this Town’s regulation. Questions? The three mooring fields chosen for this Lottery are: Cotuit Town Dock/Ropes – 160 names will be drawn, Cotuit Oyster Company/Cordwood – 100 names and Prince Cove – 100 names . Moorings are highly coveted in the Town of Barnstable and this opportunity will allow 360 lucky winners the chance to be added to the waitlist of their choice
The lottery will open September 15th at 1:00pm and close October 1, 2022 at midnight. The winners will be chosen at random on October 5, 2022 at 1:00pm.
