Old King’s Road
Attention users of Old King’s Road, Cotuit!
On Monday October 23, 2017 at 5:30pm the Town Council Road’s Sub Committee will be meeting in Town Hall and on the agenda will be a discussion of Old King’s Road. The Town considers this to be a “Private” road and yet it is heavily used as a bypass to Route 28, by the residents of the King’s Grant Development and those residing along the road. Not only has the condition of the road deteriorated, there is growing concern over the lack of storm drainage resulting in the winter sands/salts flooding directly into the Santuit River.

NOTICE OF ROAD CONSTRUCTION/ROAD CLOSURE – QUINAQUISSET AVENUE
The Town of Barnstable would like to inform its residents that the Town of Mashpee will be replacing a culvert on Quinaquisset Avenue at Quaker Run. Work is scheduled to begin Monday, October 9, 2017 and continue through Friday, October 27, 2017.
Between Monday, October 9 and Friday, October 13, Quinaquisset Avenue will be closed to traffic in both directions between the West Gate to Willowbend and WIllowbend Drive. Eastbound traffic will be detoured onto Orchard Road to Route 28. Westbound traffic on Quinaquisset Avenue will be detoured onto Willowbend Drive to Sampson’s Mill Road to Cape Drive to Route 28. Motorists travelling from Cotuit on School Street are suggested to detour at High Street to Route 28.
Quinaquisset Avenue is expected to reopen to thru traffic at the end of the day on October 13th. Construction will continue until October 27th and motorists should expect traffic delays during the work hours of 6:30 AM and 5:00 PM.

ROAD WORK NOTICE

ROAD SURFACE MILLING & PAVING OSTERVILLE-W. BARNSTABLE ROAD
The Department of Public Works will be performing roadway improvements on Osterville – West Barnstable Road in Marstons Mills between Rt. 28 and Flint Street (near transfer Station) beginning on Monday, September 18, 2017. Improvements include milling of the existing roadway surface and installation of new asphalt pavement. Work is expected to be completed by Friday, September 22, 2017, weather permitting.
Vehicle access during construction operations will be restricted to one lane. Motorists are advised to seek alternate routes to avoid the construction work.
Operations will start promptly at 9 AM and run until 3 PM, after which time traffic will be opened back onto both lanes of the roadway.

Pine Ridge Road Given Green Light to be Paved
At Last night’s Town Council meeting we approved Agenda item 2017-149 APPROPRIATION AND LOAN ORDER IN THE AMOUNT OF $125,500 PURSUANT TO TEMPORARY REPAIR TO PRIVATE ROADS PROGRAM REGARDING PINE RIDGE ROAD in COTUIT
Chapter 174 of the Acts of 1994 and its subsequent amendment under Chapter 350 of the Acts of 2014 authorizes the Town to borrow and expend funds for the purpose of making repairs to private roads. Under this Program the abutters to roads being repaired can be charged betterment assessments for 100% of the actual costs of repairs which they can elect to pay in one lump sum or over a period of up to 20 years (with interest). None of these roads will be taken by the Town of Barnstable and will remain private roads. A majority of the property abutters to Pine Ridge Road in Cotuit have expressed an interest in having repairs made to their private road and 63% of the abutters have signed a Consent and Acknowledgement Agreement for Betterment Assessment. The proposed work is the removal and replacement of the existing pavement, cleaning of existing drainage, and installation of additional drainage structures.
The cost of improvements: Estimated as $125,500 with a cost per 16 abutters, distributed as 16 shares, not to exceed $7,850 per abutter share.
FISCAL IMPACT: There is no cost to the Town, as all costs will be covered by betterments assessed on the abutters. The Town will issue a bond to cover the cost of the repairs and use the revenue collected from the betterment assessments to make the annual loan repayments on the bond.
If you live on a private road that is in need of drainage, repair or repaving this program provides a mechanism for you but requires 51% of the abutters to agree before 100% of the owners share in the betterment costs. Feel free to contact me with any questions.

Public Input Wanted
HYANNIS –The Massachusetts Department of Transportation (MassDOT) has announced a schedule of 12 public meetings in locations across the state to present and discuss the draft MassDOT Five-Year Capital Investment Plan (CIP) Update.
Public input received at the meetings from May 15-24 will be considered before the CIP is finalized. Barnstable Monday, May 15, 6 p.m., Hyannis Transportation Center
MassDOT’s strategic Capital Investment Plan uses state and federal money to fund transportation investments across Massachusetts.
These include all MassDOT highway and municipal projects, regional airports, rail and transit projects including the Massachusetts Bay Transportation Authority (MBTA) and Regional Transit Authorities as well as the MassDOT Registry of Motor Vehicles (RMV).
Updated annually, the CIP uses a combination of public and stakeholder input with both objective and comparative evaluation of projects to select programs that will be funded over the next five fiscal years.
The draft being finalized now concerns Fiscal Years 2018 through 2022.
MassDOT has already received more than 1,100 public comments through its online tool, emails and letters.
Many comments have been incorporated into the CIP draft.
The public meetings will seek to increase public input before the final CIP is presented to the MassDOT Board of Directors in June.

The project team, led by Steven Tupper, Cape Cod Commission, has been hard at work investigating a number of ideas that came out of the successful Listening Session on July 26th. They have been in the field conducting additional traffic counts and in the office drafting a series of concepts. If you are curious about what they have been working on, mark your calendar for the second public meeting. The meeting will be held on Wednesday, September 27th at Mashpee Public Library (64 Steeple Street, Mashpee, MA) at 6:00 p.m. The meeting will include a presentation of potential improvements followed by an interactive group discussion. The focus of the meeting will be the gathering of public feedback on the potential improvements for the corridor. This is the final planned public meeting for this project. A report will be prepared following a review of the feedback from this public meeting and any other comments received from the public.

Public Meeting Set for July 26, 2017
BARNSTABLE COUNTY, MA – Cape Cod Commission, Town of Barnstable and Town of Mashpee staff will host a public meeting to discuss the Route 28 Eastern Mashpee Corridor Study on Wednesday, July 26that the Mashpee Public Library (64 Steeple Street, Mashpee) at 6:00 p.m. The meeting will include an overview of project goals and existing conditions, followed by an interactive group discussion. The focus of the meeting will be gathering public feedback on issues, opportunities, and visions for the future of the corridor.
The section of Route 28 from Route 130 to Orchard Road was identified as a priority for investigation based on the congestion and safety issues experienced on this section of roadway. This section of road is often congested, with particularly significant back-ups experienced during summer months. This congestion is a barrier to regional travel as well as access to local businesses and residences. Additionally, safety issues exist at many locations along the corridor with more than 150 crashes occurring along this stretch of road over a three-year period. Also of key concern is accommodation for all road users including motorists, pedestrians, bicyclists, and transit users. This is a heavily used corridor for non-motorized users looking to access their jobs and retail destinations from their neighborhoods.
The Cape Cod Commission, under the 2017 Unified Planning Work Program, is conducting a transportation planning study for the area with the goal of developing alternatives that will provide safe and convenient access within the study area for all users of the roadway system including pedestrians, bicyclists, and motorists. Potential context-sensitive improvements will look to improve safety, reduce congestion, and improve accommodations for all users. Project Update: Community Helps Guide Route 28, Cotuit Congestion Options
Route 28 in Cotuit/Santuit is a major east-west transportation corridor on Cape Cod. The section of Route 28 from Santuit-Newton Road to Route 130 was identified as a priority for investigation.

A brief presentation on the project is anticipated at the Cape Cod Metropolitan Planning Organization’s (MPO) scheduled meeting on Monday, February 27th at the Cape Cod Commission Conference Room, 3225 Main Street, Barnstable at 1:00 p.m. The Cape Cod MPO is the regional governing body that oversees regional transportation planning and recommends the distribution of funds for major transportation projects.

February 10, 2017 07:30 AM –The accumulating snow ended around 3:00AM. DPW main road crews are scraping and treating their routes, and then will treat their roads a final time with material during the morning commute. Secondary road crews have cleaned up and pushed back their routes. The vast majority of the crews will be at the 24 hour mark when the above is completed. A limited crew will be leading final clean-up efforts, addressing complaints and preparing for sidewalk snow plowing.
February 9, 2017 8:30 PM – All crews are continuing to plow. It appears that the worst of the snow is behind us. Gusting winds will continue throughout the night. Please continue to stay off the roads if possible.
February 9, 2017 4:30 PM – We are entering the height of the storm with heavy snow, gusting winds up to 50 mph, and limited visibility for the next few hours. The plows are all out, working hard to keep the roads passable. The Barnstable Police Department has requested that the DPW focus their efforts on the hospital and other emergency routes. There are multiple trees and power lines down throughout the Town. If you are able to, please stay off the roads.
February 9, 2017 11:00 AM – Good morning, our second large storm of the season is at our doorstep. With predictions of over a foot of snow and high winds, the DPW has mobilized and is pretreating the main roads. The secondary road contractors are being called in, and all trucks should be on the roads by noon. Utility companies stand ready to immediately address areas of lost power. With the predicted intensity of the storm this afternoon, it is likely roads will become snow filled. Please assist the emergency, utility and plow crews by staying off the roads. If you are an essential worker please take care and refrain from parking on the main streets of Hyannis, Barnstable and Osterville villages. Stay Safe!

PARKING PERMITS/BEACH STICKERS
Resident parking permits are required January 1st through December 31st.
Complete and mail your permit application with all of the required documentation to 141 Bassett Lane, Hyannis, MA 02601.
If you do not wish to participate in the mail-in application process 2017 Parking Permits/Beach stickers will be on sale in person beginning Monday, May 1, 2017 at the Hyannis Youth and Community Center, 141 Bassett Lane, Hyannis, MA. 508-790-6345
Hours of Operation: Monday through Saturday ~ 9-4 Sundays & Holidays ~ 9-12
Types of permits and fees:
Resident: $40 offered to year-round residents and/or taxpayers. This permit allows entry to all beaches. Valid vehicle registration and taxpayer status is required to purchase this permit. Resident parking permits are required annually beginning January 1st through December 31st.
Landlord: $300 offered to taxpayers who rent their property during the summer season. This permit allows entry to all beaches. Taxpayer status is required to purchase this permit.
Seasonal: $250 offered to summer residents. This permit allows entry to public beaches only. A list of all public beaches is available upon purchase of this permit.
Weekly: $70 per week (seven consecutive days). This permit allows entry into public beaches only. A list of all public beaches is available upon purchase of this permit.
Parking Permits (Beach Stickers) applications will be emailed to all those who provided an e-mail address last year. This is a convenient way for residents to obtain their permits.

- Route 28 Cotuit Corridor Study (Santuit-Newtown Road to Route 130) — Steven Tupper. Cape Cod Commission staff will describe their work on the Route 28 Cotuit Corridor Study (“Study”), which is a study of the roadway from Santuit-Newtown Road to Route 130 in Cotuit, Massachusetts. The Study presents transportation alternatives which have been identified through a public outreach process to improve safety, reduce congestion, and improve accommodation of all road users on Route 28 from Santuit-Newtown Road to Route 130 in Cotuit, MA. Staff will also discuss the public outreach conducted and answer questions the Commission members may have.

Putnam Avenue Roadside Path Concept Drawings
At a recent meeting of the Cotuit Civic Association at Freedom Hall, the Town of Barnstable’s Growth Management Director, JoAnne Miller Buntich, introduced the land planning firm, BETA. They presented existing condition and overlay concept plans for a roadside path connecting existing along the entire length of Putnam Avenue to Main Street, Cotuit. There were many questions from the night’s attendees.

To date, this project has been funded using a mitigation fund put in place during the time of the Stop and Shop construction. That fund was used to construct both a single sided and double sided sidewalk from Route 28 to Sampsons Mill Rd. This million dollar plus project will need broad community support to proceed. If you would like to view the plans in person they are available at Town Hall M-F 8:30-4:30 in the Barnstable Growth Management Department, 3rd. Floor, 367 Main Street, Hyannis. Work is expected to be completed by Friday, September 23, 2016, weather permitting.Vehicle access during construction operations will be restricted to one lane. Motorists are advised to seek alternate routes to avoid the construction work.
