* WINDS…Northeast 20 to 30 mph with gusts up to 60 mph with the strongest winds Wednesday night into Thursday morning.

* WHERE…Cape Cod and the Islands.

* WHEN…From Wednesday morning through Thursday morning.

Shellfishing Reopens

UPDATE MARCH 8, 2018

FROM THE MASSACHUSETTS DIVISION OF MARINE FISHERIES and BARNSTABLE MARINE & ENVIRONMENTAL AFFAIRS:

Effective sunrise March 9, 2018, according to Marine Fisheries, shellfish areas in the Town of Barnstable will now revert back to their former status prior to the closure on March 1, 2018.

Marine & Environmental Affairs would like to remind all recreational shellfishers that as of March 8, 2018 the recreational harvest of OYSTERS is CLOSED for the season. See Notice HERE

Emergency Shelter Opens Today at 5pm

CLOSED at 4pm Sunday.

The Town of Barsnatble’s Emergency Shelter will be opening at 5pm today Saturday March 3, 2018. The Shelter is located at the Barnstable Intermediate School, 895 Falmouth Road (Route 28), Hyannis. It is a pet friendly shelter.

As the storm continues to pull away from the region, the Barnstable Police have dedicated all resources to addressing the needs of the community. Several roadways have been affected by flooding, tree and limb debris, and severed or low hanging utility wires. The following road closures are in effect during clean-up efforts, and as flood waters subside.

· Rte. 6A at High St.
· Rte 6A at Millway
· Millway and Commerce Rd.
· Freezer Rd.
· Rte. 6A at Keveney
· Bragg’s Lane
· Main St. Cotuit at Screecham Rd.

As reported by Eversource earlier today, extra tree and line crews have been dispatched to the most needed areas, and a significant impact on power restoration efforts is anticipated throughout the day.
The Barnstable Police urge all citizens to use caution when utilizing public ways, and to remain a safe distance from flooded areas and downed utility wires.

 

Shellfishing Remains Closed

FROM THE MASSCHUSETTS DIVISION OF MARINE FISHERIES (DMF): Due to the significant coastal flooding and rainfall associated with the coastal storm that impacted Massachusetts late last week, all Massachusetts shellfish growing areas will continue to remain closed until further notice. DMF is in the process of assessing the impacts of last week’s storm and will provide information as it becomes available.

The Town of Barnstable is CLOSED TO ALL HARVEST OF SHELLFISH until further notice per order of the DMF.

Cotuit Cell Tower Meeting Tomorrow February 14!

UPDATE: February 2, 2018 – On February 14, 2018, 7pm at 367 Main Street, Hyannis in the Town Hall Hearing Room, 2nd Floor, the Barnstable Zoning Board of Appeals will hold a Public Hearing on Agenda # 2018-013.  Tower North Development LLC has petitioned for a Variance pursuant to  Section 240-14 E. Bulk Regulations in the RF Zoning District, maximum height 30 feet.   The petitioner proposes to construct and install a 170 foot tall wireless communications monopole, along with supporting equipment and site improvements, to serve up to six personal wireless service carriers, including T-Mobile, Sprint and AT&T who were formerly located on a water tower at the property that has recently been demolished. The property is approximately 158 acres and is located at 414 Main Street, Cotuit, MA, as shown on Assessors Map 038 Parcel 004. It is located in the Residence F (RF) Zoning District.

UPDATE: December 14, 2017 With the exception of one member present, The Commission approved the DRI proposal.  The next required step in the process will be for the applicant to apply for a variance from the Town of Barnstable for the 170′ Monopole.

DPW STORM UPDATE!

January 4, 2018 10:30 PM – The bulk of the snow has ended. We have begun final salting of the main roads. Once that has been completed we will begin salting secondary roads. We expect that to be completed at approximately 4:00 AM. Temperatures are dropping, so walks and areas that do not have salt on them will be slick. If you go out, please be cautious.

January 4, 2018 7:30 PM – We still are experiencing bands of snow coming through, and as a result are continuing to scrape and salt the main roads. Secondary road plow drivers are on their routes as well. Once the snow stops falling, crews will finish scraping and apply an application of salt on all roads (mains and secondary roads), and parking lots. Please be aware, temperatures have dropped below freezing and with all of the moisture we received there is a lot of ice on walks and roads. If you must go out, please proceed with caution.

January 4, 2018 2:00 PM – The rain has started to turn to snow. Western portions of the Town are reporting heavy slush on the roads, and the eastern portions are starting to shush up as well. We are dispatching the main road plows and spreaders to start to scrape off the slush and get a layer of salt down. Secondary road contractors have been called in, and should be on their routes in an hour or so. We have also experienced flooding in coastal areas on the north side of town due to the high tides and wind pushing water on shore. If you must travel, please be aware that as temperatures continue to drop all of the moisture on the roads will freeze and driving will become hazardous.

January 4, 2018 08:15 AM – Good morning, our first large storm of the season is at our doorstep. “Grayson”, as named, is predicted to bring us rain through mid-day, then transition to a mix, and finally become just snow. Depending on the forecast you listen to, snow totals are predicted from less than an inch to up to 4-8 inches. As a result, the DPW is preparing for the higher amounts, and will adjust if get the lesser totals. Spreaders are on site standing by to address icing, and main road plows will be on station starting at 10AM in the event of an early turn-over. Tree crews are also ready in the event that the predicted winds cause tree damage. Finally we are monitoring for possible flooding due to rain falling on frozen ground, and the timing of high tides. At this point we just need to wait to see what Mother Nature send us. All forecasts are predicting that driving conditions this afternoon will be poor, so please stay in if possible.

As a reminder, the Transfer Station will be closing at noon, or sooner if the winds intensify faster than predicted.

According to Cotuit Water Department a balloon test is scheduled  for Friday, June 23, 2017 at 12pm. An engineering team from Chappell will be on site to fly the balloon and take view shed analysis photos from the surrounding area. In addition, there is a boat scheduled to obtain photos from Cotuit Bay. Photo simulations will be submitted with the applications, as required by the Town of Barnstable & the Cape Cod Commission.  The balloon will fly for 3+ hours and will include heights of 150’ and 170’.  The test will be coordinated by Jay Thibault, Senior Project Manager – Wireless Services Chappell Engineering Associates, LLC

BACKGROUND

The Cotuit Water Commissioners have signed a contract with Centerline Construction to lease land for the development of a freestanding cell tower.

HERE are the preliminary engineering plans for the proposed cell tower to be located on Cotuit Fire District land. Further maps & info HERE

The consultant for T-Mobile Northeast LLC, (the Applicant) recently relayed the following to Elizabeth Jenkins, Barnstable’s Director of Planning & Development:

  • The tower will be moved towards the center of the site, but will remain on the drive to limit clearing
  •  A monopole tower with three initial carriers is proposed, with room for at least 3 co-locations
  • Height of proposed tower will be no taller than 170′ (height of decommissioned and demolished water tower)
  • They will be conducting a balloon test, date to be determined
  • They will advertise to the Civic Association and other interested parties

The proposed project is considered a Development of Regional Impact (DRI) that requires review by the Cape Cod Commission. See the Commission’s Guidelines for DRI Review of Wireless Communication Towers HERE

UPDATE: October 30, 2017 

EFFECTIVE: Opens at Sunrise Tuesday October 31, 2017

 

EFFECTIVE 0800 on October 26, 2017 the Massachusetts Division of Marine Fisheries has issued a rainfall closure for the harvest of shellfish in the Town of Barnstable with the exception of Popponesset Bay.  The closure will be in effect until rescinded by the Massachusetts Division of Marine Fisheries.
