Attention Dog Owners

By ground and by air, the bi-annual rabies vaccine drop is underway this week in Cape Cod and Southeastern Massachusetts. 

The state’s Rabies Task Force is distributing about 80,000 oral rabies vaccine baits by hand and by helicopter throughout Bourne, Sandwich, Falmouth, Barnstable, Plymouth, Wareham, Carver, Kingston, Middleboro, Rochester, Marion, and Lakeville.

U.S. Department of Agriculture Biologist Brian Bjorklund said that the goal for the bait release is to eradicate rabies in this area by having wildlife find and eat the vaccines. 

He said the Cape had been rabies-free for over 8 years until May 2021 when a case was detected in the mid-Cape area.

“We’re pretty much back where we were prior to that one case,” Bjorklund said, adding that they believe the rabies case was from a relocated raccoon.  “Both the raccoon’s DNA and the rabies virus DNA were from Plymouth County and that directly points to a re-location event.” 

Homeowners who find any of the baits in their yards should remove them while wearing gloves. If a pet eats one, they are not toxic to animals, although officials say it may cause an upset stomach.

This edible bait is about the size of a matchbox. To make the bait attractive to wildlife, it’s sprinkled with a fishmeal coating.

Officials remind residents they cannot get rabies from the vaccines and that any bait they come across outside their yards should be left undisturbed if possible.

The Cotuit-Santuit Civic Association is holding its annual Spring Cleanup of Cotuit Streets on Saturday, May 13, 2023 from 10am to noon. Meet at Lowell Park parking lot. Anyone who would like to assist in the cleanup can sign up via email at cotuitevents@gmail.com. Some of the areas to be addressed include Main St., Putnam Ave, Old Oyster Rd., Santuit-Newtown Rd., Old Post Rd., and Loop Beach Area. If you know of a location where cleanup would benefit the appearance of our village, please submit it to cotuitevents@gmail.com. Details of the cleanup will be emailed to all volunteers prior to Saturday, May 13. In the event of inclement weather, Saturday, May 20 will serve as the backup date and all volunteers will be notified by email.

WHEREAS, the 13.5 acre parcel located at 140 Old Oyster Road in the Village of Cotuit in the Town of Barnstable, as shown on Town of Barnstable Assessor’s Map 021, Parcel 008, is under the charge, custody and control of the Town Manager; and
WHEREAS, on April 10, 2023, the Town sought and received endorsement of the Town Planning Board that approval under the Subdivision Control Law was not required to divide said 13.5 acre parcel into two lots of 8.1 +/- acres and 5.4+/- acres, referred to hereinafter as Lot A and Parcel B, respectively, as shown on a plan of land entitled, “Approval Not Required Plan of Land at 140 Old Oyster Road in Barnstable (Cotuit) MA (Barnstable County) prepared for: Town of Barnstable Department of Public Works, prepared by: JC Engineering, Inc., 2854 Cranberry Highway, East Wareham, MA 02538, Scale 1” = 60’ October 14, 2022” (the “ANR Plan”) attached hereto; and
WHEREAS, on April 11, 2023, the Town Manager declared that Lot A was no longer required for the public purposes of the Town and was surplus to the Town’s needs and so informed the Town Council; and
WHEREAS, the Cotuit Fire District seeks to acquire Lot A due to its location within a wellhead protection area and directly up gradient from one of the Fire District’s primary drinking water wells; and
WHEREAS, the Town Manager seeks authorization to convey Lot A by deed to the Cotuit Fire District for the nominal consideration of One Dollar and No Cents ($1.00); and
WHEREAS, the Town Manager seeks Town Council approval of a Conservation Restriction to be placed on Parcel B to be held by the Cotuit Fire District for conservation, recreation, aquifer recharge area and watershed protection purposes;
NOW, THEREFORE, BE IT ORDERED:
1. That the Town Council does hereby declare available for disposition and approve and authorize the conveyance by deed of Lot A, 8.1 +/- acres as shown on the ANR Plan, including the building thereon, as is, where is, without warranty or any further obligation incumbent upon the Town, to the Cotuit Fire District for the nominal consideration of One Dollar and No Cents ($1.00); and further authorizes the Town Manager to execute, receive, deliver and record any written instrument necessary to effectuate such conveyance; and

2. Subject to the conveyance authorized by Paragraph 1 hereof, and pursuant to the provisions of M.G.L. c. 184, sections 31-33, the Conservation Restriction statute, the Town Council does hereby approve and authorize the Town Council President to sign on behalf of the Town Council a Conservation Restriction on Parcel B, 5.4 +/- acres as shown on the ANR Plan, said Restriction to be held by the Cotuit Fire District for conservation, recreation, aquifer recharge area and watershed protection purposes. Said Restriction is subject to approval of the Massachusetts Secretary of Energy and Environmental Affairs, and shall be substantially in the form attached hereto. It is further ordered that the Town Manager is authorized to execute, receive, deliver and record any written instruments necessary to effectuate the purposes set forth herein.

Attention Drivers

Notice of an upcoming Route 28 detour in Mashpee. Approximately ½ mile of Route 28 will be detoured in accordance with the below plan.

Work is anticipated to commence on April 3, 2023 and will continue until complete or May 20, 2023, whichever comes first. The detour will be in effect from 7:00 a.m. through 5:30 p.m. daily, Monday through Friday. The Town of Mashpee will execute this work as expeditiously as possible.

The purpose is to allow sewer main installations along Route 28 as part of Mashpee’s current sewering initiative.

On March 29, 2023, Governor Healey signed into law a supplemental budget bill which, among other things, extends the temporary provisions pertaining to the Open Meeting Law to March 31, 2025. Specifically, this further extension allows public bodies to continue holding meetings remotely without a quorum of the public body physically present at a meeting location, and to provide “adequate, alternative” access to remote meetings. The language does not make any substantive changes to the Open Meeting Law other than extending the expiration date of the temporary provisions regarding remote meetings from March 31, 2023 to March 31, 2025.

Barnstable Harbormaster’s Office to Hold Lottery Drawing for Some Currently Closed Mooring Waitlists

The Town of Barnstable Harbormaster’s Office announces that a lottery drawing will be held for some of the currently closed mooring waitlists. This opportunity will allow individuals, if chosen, to add their name to a mooring field waitlist that is currently closed. Individuals will be able to go online through a link provided on the Town’s Website and purchase a ticket for their chance to be added to the waitlist they select.

The five mooring fields chosen for this Lottery are: East Bay, West Bay, Cotuit Bay Shores, Tim’s Cove and Fish Hills. Moorings are highly coveted in the Town of Barnstable and this opportunity will allow 115 lucky winners the chance to be added to the waitlist of their choice.

The Lottery will open April 7, 2023 at 8:00 AM and close April 23, 2023 at midnight. The winners will be chosen at random on April 25, 2023 at 11:00 AM.

Disclaimer:

An individual can only purchase one lottery ticket per mooring field; multiple entries will automatically be removed by the Harbormaster’s Office. Winners will be chosen completely at random through an online computer system. The Town of Barnstable will not facilitate in anyway the individuals who are selected.
