Tropical Storm Warning
Tropical Storm Warning is in effect for Barnstable MA, Dukes MA, and Nantucket MA
Hurricane Dorian is forecast to pass about 120 miles southeast of Nantucket Saturday morning as it moves quickly northeastward and well offshore by late Saturday afternoon. Strong winds, heavy rainfall and high surf will be the main impacts, with the strongest wind and heaviest rain occurring late Friday night through Saturday morning, especially over Nantucket.
Wind gusts will peak at 40 to 60 mph late Friday night and Saturday morning over the cape and islands as winds turn from northeast to north. Winds will diminish Saturday afternoon. Total rainfall of 2 to 4 inches is possible with minor urban poor drainage flooding. A storm surge up to 2 feet is possible during the Saturday morning high tide which may bring minor coastal flooding to Nantucket Harbor.

Santuit River Herring Project
The Mashpee Wampanoag Tribe has received federal grant funding through NOAA’s Species Recovery Grant Program.
The $100,000 award will be used for the Santuit River herring research project, which will analyze the Santuit River ecosystem to discover if there are any physical or biological features that are threatening alewife and blueback herring.
The goal of the study is to determine if population restoration, stream habitat restoration or relocation strategies would be effective for protecting herring.
The Santuit River, also known as the Cotuit River, is a 2.3-mile-long (3.7 km) river on the border between Mashpee & Cotuit. The river flows southwards from the southern end of Santuit Pond into Popponesset Bay (also known as Shoestring Bay)

2019 Beach Parking Permits Walk-up Sales at HYCC
The Barnstable Recreation Division’s 2019 Beach Parking Permits walk-up sales are underway at the Hyannis Youth & Community Center, 141 Bassett Lane, Hyannis. Hours of operation are Monday-Saturday 9:00 AM-4:00 PM and Sundays & Holidays 9:00 AM-Noon. The Resident/Taxpayer Sticker is $45. Show your valid car registration. Leased vehicles must have valid lease agreement. Resident Parking Permits are required January 1st to December 31st. More information is available on the Town website or by calling Patti Machado, Recreation Director 508-790-6345. For those of you that supplied Barnstable Recreation with your e-mail address, you should be receiving your application via e-mail. If you do not receive it, or did not supply an e-mail address, applications may be downloaded HERE.

Board of Health voted 2-1 not to rescind the Interim Regulation Policy that helps protect our estuaries! Thank you to all the citizens who have faithfully attended every meeting, written letters and spoken at public comment. Your collective efforts were instrumental in swaying the BOH’s vote!

“For those down there this week you’ll have noted that there has been no active construction happening the last few days. We’ve had a slower than expected start to installation in part due to weather including the heavy rain last week and rain this week, but also as the contractor and engineer have needed to work out a revised plan for installation of the new pre-cast concrete trench pieces in tandem with replacement of the existing retaining wall that abuts the new structure. The town and APCC have been coordinating with the team on this closely. We are working to have these details sorted out quickly but the original plan for installation needed to be revised after installation of first two pieces last week. I’ll let you know when I get an update on expected date for active work to pick up again but we hope it to be in short order to keep us on track for quick completion limiting impact on parking and access during this busy time of year”
Barnstable was awarded additional funding this spring to allow for the complete construction of a gravel wetland at Ropes beach. It will run along the wall at the front of the parking. Parking spaces along the wall will be retained and just pushed back slightly to allow for the new system. The two parking spaces wrapped around the end of the monument will be removed to ensure proper width to maintain clear access into the Mosquito Yacht Club.Approved Barnstable FY2020 Budgets

Attention Mooring Permit Holders and Boaters Using Cotuit Town Dock
The Cotuit Town Dock, as part of a Town initiative to address trash/litter problems in environmentally sensitive areas, will now be considered a Pack In – Pack Out area, and will no longer have trash receptacles. Please take your trash with you when using this Town way to water. We appreciate your help in keeping our waterways and the Town of Barnstable clean. Thanks, Harbormaster Staff

Attention Boat Owners!!
New 2019 Season – Small Vessel Decal Required
Beginning April 1, 2019 the Town of Barnstable Harbormaster’s Office will start selling Small Vessel Decals. Per Chapter 430 §430-2 of the Barnstable code – Regulation of vessels on Town ways to water, landings and beaches, a decal issued by the Harbormaster is required to store any vessel on Town land with public access to water. Decals will be available Monday through Friday 8:30 AM – 4:15 PM at the Marine and Environmental Department Office located at 1189 Phinney’s Lane, Centerville, MA 02632.
The price for the decal is $25.00 for a current Town of Barnstable mooring permit holder and $50.00 for anyone else looking to store a small vessel on Town land.

A public hearing on proposed changes to the Town of Barnstable Mooring Regulations will be held on March 7, 2019, at 10:00 a.m. in the Selectmen’s Conference Room, 2nd Floor, 367 Main Street, Hyannis, MA 02601. A full text of the proposed changes will be available on the town website at www.town.barnstable.ma.us or during regular business hours in the Office of the Town Manager, 367 Main Street, Hyannis, MA. Progress report on Three Bays stormwater projectThe Association to Preserve Cape Cod has scheduled two meetings this week to present an update on a stormwater pollution management project in the Three Bays watershed. April Wobst, a restoration ecologist from the APCC, and Michelle West, a resources engineer from Horsley Witten Group, will discuss the five-year, $1.2 million project to improve water quality in the bays. The project involves installation of green infrastructure stormwater treatment systems to remove nitrogen, bacteria and other pollutants from rainwater runoff before it enters the bays. The first phase of the project, which included construction of two stormwater treatment systems, is nearing completion. The second phase involves assessment and identification of new sites for treatment systems, for which the association in soliciting public input.
