DESE announced a Coronavirus Relief Fund School Reopening Grant Program provided from Federal money that will provide $225 per student. Barnstable will receive $1,157,400. Governor Announces Travel Order

The Governor announced that effective August 1st, all travelers entering Massachusetts—both out of state residents and Massachusetts residents returning home—must comply with a new travel order. This includes students returning to campuses for the fall semester. View Travel Order HERE

The new travel order requires all visitors and returning residents to fill out a “Massachusetts Traveler Form” unless they are coming from a state that has been designated a lower risk COVID-19 state or fall into an exemption category. The new travel order also provides that visitors and returning residents arriving in Massachusetts from any place other than a COVID-19 lower-risk state must quarantine for 14-days unless they can produce a negative COVID-19 test result administered on a sample taken not more than 72-hours prior to arriving in Massachusetts.

July 15, 2020: Update on Proposed Short Term Rental Regulations in the Town of Barnstable

On June 18, 2020, the Town Council introduced two items aimed at creating enforceable standards for the operation and occupancy of short term rentals in the Town of Barnstable:

  • Item 2020-192, a general ordinance to register short-term rentals with the Town’s Inspectional Services Department and require that certain standards, including life safety standards, are met; and
  • Item 2020-193, a zoning amendment to recognize short-term rentals as an allowed use of a residential dwelling.

 

The Planning Board held a public hearing on the proposed Zoning Amendment addressing short term rentals (Item 2020-193) on Monday night.  The Board took public comment, deliberated on the matter, and closed public comment. The Planning Board put the item on their July 27th agendafor further discussion amongst the Board.  A recording of Monday’s meeting can be viewed here.  Public comment on the proposed zoning item can be submitted by e-mail to karen.herrand@town.barnstable.ma.us.

The Town Council referred Item 2020-192 (General Ordinance) to a public hearing on Thursday, July 16th and the item appears on the agenda.  A Council vote must be taken to open and continue the item to a subsequent meeting, or the Council may choose to open and hold a public hearing on the matter at the July 16th meeting.  Public comment on the proposed general ordinance can be submitted by e-mail to cindy.lovell@town.barnstable.ma.us.

Item 2020-193 (Zoning Amendment) is not on the Town Council agenda for Thursday, July 16th.

Effective July 1, 2019 a new law applies a 5.7% tax to shortterm housing rentals — the same lodging tax hotels already have. There also is a Town of Barnstable excise tax of 6% and the Cape Cod & Islands Water Protection Fund excise tax of 2.75% for a total of 14.45% tax that needs to be applied. View the law, local registration application and more information HERE

Owners of short-term rentals, called “operators” under the Massachusetts short-term rental law, need to register their property. The operator will receive a certificate number they will need to provide to every intermediary who is collecting rent on their behalf, so the intermediary can remit the taxes.

Operators do have a grace period during the transition. Operators have until November 1, 2019 however if an operator has not received a certificate number and an intermediary has to file taxes, the intermediary can use the Operator’s Social Security Number or their Federal Tax ID number up until November 1st. As of November 1, all returns must include the certificate number.

4th of JULY Festivities Cancelled, Fireworks Postponed

Due to Covid-19, the July 4th Parade in Cotuit and Hyannis are cancelled. The Oyster Harbors Fireworks are also cancelled. The fireworks over Lewis Bay, Hyannis have been rescheduled to Saturday September 5, 2020. The  Willowbend Country Club Fireworks are still at dusk on Saturday July 4, 2020!
