Attention Bourne Bridge Users

Bourne Bridge repair work:

Inspection and maintenance work will be performed on the Bourne Bridge on Oct. 25, 2022 from 9 a.m. to 2 p.m.

During the scheduled work hours, northbound traffic heading off Cape Cod will be reduced to one lane of travel to safely accommodate the work zones.  Both southbound lanes on the bridge will remain open during this period.

No wide loads will be permitted to cross the bridge while the lane restrictions are in place.

Work schedule is weather permitting.

The last day to register to vote for the November 8, 2022 State Election is Saturday, October 29, 2022.   Any person who is currently registered to vote does not have to re-register.

Only individuals who have moved into town, or within the Town of Barnstable, or have changed their address, mailing address or name, need to contact the Town Clerk’s office by October 29th.

The Town Clerk’s office will be open on Saturday, October 29th from 8:30 a.m. to 5 p.m. only for voter registration issues.

The ballots have arrived; however, we have over 8,400 requests for Vote-By-Mail ballots, please be patient as we process the mailings.

Barnstable County Regional Emergency Planning Committee Partners with the American Red Cross on Local Sheltering Initiative

Walk-throughs of 5 regional shelters will introduce prospective volunteers to sheltering setup and procedures.

October 11, 2022 (Barnstable, MA) | Following the devastation caused by Hurricane Ian on Florida’s coast, the Barnstable County Regional Emergency Planning Committee (BCREPC) has partnered with the American Red Cross to increase volunteer recruitment for emergency shelter deployment and operation when needed, in order to provide safe refuge for Cape Cod residents and visitors during severe weather events. To promote knowledge regarding shelter operation and usage during a storm event, the recruiting effort will mix shelter visitation and walk-throughs with community outreach.

Anyone interested in volunteering at a regional shelter is encouraged to take the shelter training course and invited to attend one of five upcoming regional shelter walk-through trainings. Participants will tour the shelter while learning about shelter operations and volunteer expectations. Walk-throughs will take place Saturday mornings from 10:00 AM to 11:30 AM on the following dates in October, November, and December:

October 15th – Harwich Cape Cod Technical High School 

October 29th – Barnstable Intermediate School

November 12th – Falmouth High School

December 3rd – Sandwich High School

December 17th – Dennis Yarmouth High School

The Red Cross aims to recruit 216 volunteers by December 1st. Volunteers must register online with the Red Cross at https:www.redcross.org/volunteertoday and participate in a 3.5-hour online training. 

“With the growing threat of more severe and frequent storms, more people rely on regional shelters and the Red Cross for a warm, safe, and dry place to shelter during storms when the power goes out or homes are damaged. The need for compassionate volunteers has never been greater. The success of this campaign is reliant on our Cape Codders helping neighbors in a time of need,” states Barbara Cotton, American Red Cross Southeastern MA Executive Director.

According to Chip Reilly, Emergency Preparedness Specialist for the BCREPC, “Shelter capability is critical to emergency preparedness and ultimately community resiliency. It cannot be successfully executed without the assistance of trained volunteers, poised to respond in support of their local community when needed.”  

Barnstable County’s regional shelters are a lifeboat for those most in need. They are equipped to provide basic, short-term needs: warmth, food, running water, cots for sleeping, pet sheltering, and access to limited clinical care for those with certain medical needs. They are intended to be a means of last resort, as residents are encouraged to make alternative arrangements with family, friends, or neighbors as part of their personal or family emergency action plans.

In accordance with Chapter 130, Section 74A of the Massachusetts General Laws, the Division of Marine Fisheries has re-examined the waters of Cotuit Narrows (SC:21.1), in the town of Barnstable, classified as “CONDITIONALLY APPROVED” and in the “CLOSED” status based on seasonal water quality changes. As a result of this examination the Division has determined that this below defined area now meets the established criteria for the harvest of shellfish and has changed the status to “OPEN TO SHELLFISHING” as of sunrise on October 1, 2022.
The below defined area may be opened to the harvest of shellfish for direct human consumption subject to local rules and regulations under authority of Massachusetts General Laws Chapter 130, Section 52.

The status of the above Conditionally Approved area, SC:21.1 shall automatically revert to “CLOSED TO SHELLFISHING” on June 15, 2023 unless the Division changes the area status prior to said date.

Town of Barnstable ADA Self-Evaluation & Transition Plan

NOTICE OF DOCUMENT AVAILABILITY & COMMENT PERIOD

In 2021, the Town of Barnstable was awarded a $250,000 planning grant by the Massachusetts Office on Disability to hire a consultant to perform the work of developing a self-evaluation and transition plan for the Town.   The Town of Barnstable contracted with the Institute for Human Centered Design to complete a comprehensive review of our policies, facilities, services, and programs.  That plan has been completed and is available for review by the public.  During this process, Town Manager Mark Ells named Tammy Cunningham, Assistant Human Resources Director, as the Town of Barnstable’s ADA Coordinator. 

OVERVIEW

The Americans with Disabilities Act of 1990 (ADA) was created to provide rights and protections for individuals with disabilities. This law provides rights and protections for both employment related matters and for access to programs and services to individuals with disabilities. Title II of the ADA lists the specific requirements that apply to local governments.  The documentation of an ADA Self-Evaluation and Transition Plan is required to comply with Title II of the ADA. The intent and purpose of an ADA Self-Evaluation Plan is for a public entity to identify issues and conditions that could impact qualified individuals with disabilities. The intent and purpose of a Transition Plan is to set forth a written process and method whereby the public entity can modify, replace, or remove identified ADA compliance issues and conditions over time.

Housing Production Plan Progress Update

The Town of Barnstable is currently in the process of updating our Housing Production Plan (HPP). An HPP is a community’s proactive strategy to meet their housing needs. This plan will consider best practices for promoting diverse housing options that align with the community’s vision and goals. The Town is working with our consultants at JM Goldson to offer multiple opportunities for Barnstable community members to get involved and help shape the plan. The project team hosted focus groups and interviews this summer, have just launched a community survey (click here to take the survey), and are hosting our first Public Forum on Wednesday, September 21st at 6:00 PM. This forum will be hosted in person at the Barnstable Adult Community Center, 825 Falmouth Road, Hyannis as well as available virtually through a Zoom webinar. This event is free and open to the public, though registration for the virtual option is required. Register HERE

Events commemorating the 21st anniversary of the 9/11 attacks

Sunday, Sept. 11

HYANNIS — The Hyannis Fire Department will hold a short 9/11 ceremony at 9:45 a.m. at the Hyannis Firefighters Memorial adjacent to the station at 95 High School Road Ext.

COTUIT — The Cotuit Fire Department will hold a 9/11 remembrance ceremony and moment of silence Sunday, September 11th, 2022 at 08:50 in front of the Cotuit Fire Station located at 64 High St. Cotuit, MA.

BARNSTABLE – Barnstable Fire Department and St. Mary’s Episcopal Church event will begin with a traditional ceremony at 9 a.m. at the Barnstable Fire Department, where state Rep. Timothy Whelan, R-Brewster, will speak and soloist Marc Howard will perform. A bagpipe procession, led by Dave Knauer, will begin at 9:35 a.m. with the Barnstable Police Honor Guard. It will proceed up Main Street to St. Mary’s Church. Everyone will be welcomed into the church at 10 a.m. for the morning prayer and a day of remembrance. Author Thomas Flynn, who published a book, “Bikeman,” about his own experiences on 9/11, will speak.

CENTERVILLE (COMM) – The Centerville Osterville Marstons Mills Fire Department will hold a remembrance ceremony at the Centerville Station on RT 28 at 9:45 AM on Sunday.

WEST BARNSTABLE — The West Barnstable Fire Department and Cape Cod Community College are collaborating with this year’s 9/11 ceremony. It will be held at 8:30 a.m. on Monday, Sept. 12, at 2240 Iyannough Road.

Town Mooring Waitlists Lottery Drawing!

The Town of Barnstable Harbormaster’s Office announces that a lottery drawing will be held for some of the currently closed mooring waitlists. This opportunity will allow individuals, if chosen, to add their name to a mooring field waitlist that is currently closed. Individuals will be able to go online through a link provided on the Town’s Website and purchase a ticket for their chance to be added to the waitlist they select.

The three mooring fields chosen for this Lottery are: Cotuit Town Dock/Ropes – 160 names will be drawn, Cotuit Oyster Company/Cordwood – 100 names and Prince Cove – 100 names . Moorings are highly coveted in the Town of Barnstable and this opportunity will allow 360 lucky winners the chance to be added to the waitlist of their choice
The lottery will open September 15th at 1:00pm and close October 1, 2022 at midnight. The winners will be chosen at random on October 5, 2022 at 1:00pm.
Disclaimer:
An individual can only purchase one lottery ticket per mooring field; multiple entries will automatically be removed by the Harbormaster’s Office. Winners will be chosen completely at random through an online computer system. The Town of Barnstable will not facilitate in anyway the individuals who are selected.

Influenza Vaccination and Covid Booster Clinics

Barnstable County Department of Health and Environment to Host Three Public Vaccine Clinics in September and October

Clinics will provide an opportunity to get the recently approved COVID-19 bivalent booster, and/or the influenza vaccine for the 2022/2023 flu season

September 8, 2022 (Barnstable, MA) – Barnstable County Department of Health and Environment’s Public Health Nursing Division will be offering three public vaccine clinics for administration of both the COVID-19 bivalent booster (or “updated booster”) and/or the 2022/2023 influenza vaccine. The clinics will be held at the Harborview Conference Room at 3195 Main Street in Barnstable Village at the following dates and times:

September 21, 2022, 9:00 AM to 12:00 PM

September 30, 2022, 9:00 AM to 12: 00 PM

October 5, 2022, 12:00 PM to 3:00 PM

Accommodations will be provided for those with impaired mobility.

Participants must be 18 years of age or older and can pre-register for a Pfizer or Moderna bivalent booster and/or influenza vaccine at the following link:

We are unable to accept walk-ins and will not administer vaccine to anyone who does not have an appointment. Participants should arrive no more than 10 minutes prior to their scheduled time to prevent lines and long wait times.

Homebound individuals who would like to receive an updated COVID-19 booster can call the Visiting Nurses Association (VNA) at (508) 957-7737 to schedule a visit.

Like the flu vaccine, the updated COVID-19 boosters are bivalent, meaning they protect against two different viruses or two strains of the same virus. In this case, the boosters target the original COVID-19 strain and the newer omicron variant. Reported side effects are the same as the original vaccine. It is safe and effective to receive the updated booster and the flu vaccine simultaneously, or patients may choose to receive them on separate dates.

It is important to note that the original monovalent Pfizer and Moderna mRNA COVID-19 vaccines are no longer authorized for use as boosters in people ages 12 years and older. The FDA made this decision because the updated booster is designed to offer more protection from the circulating omicron variant.

POLLS ARE OPEN and have received emergency printed ballots. PLEASE be kind and pack a little patience as our election volunteers get polling stations underway. We will have an additional update on extended voting time through Secretary Galvin’s office. Voters who have questions or concerns can call the Secretary of the State, William Galvin, at 1-800-462-VOTE (8683).

Polling places around Barnstable have received or will soon be receiving printed paper ballots. Secretary Galvin is seeking a court order to extend polling hours in Barnstable to make sure everyone gets a chance to vote today.

UPDATE: 8:45am

The town clerk is printing emergency paper ballots for voters to use while work crews continue to work on the vault. Paper ballots will be identical to machine-readable ballots, but will need to be hand-counted at the end of the night.

The Secretary of the Commonwealth’s office is exploring all options available to make sure everyone in Barnstable is able to vote today. This may include seeking an order to extend the closing of the polls in Barnstable, if necessary.

UPDATED: Town of Barnstable Election Ballot Vault Issues

At 4:15 AM this morning, the Clerk’s office of the Town of Barnstable tried to open the vault that houses the election ballots and were unable to. The Town of Barnstable precincts, while open, will not be available for voting until the issue has been resolved. We will continue working to address the issue and are awaiting word from the Secretary of State’s office as to how to proceed.
