FOR IMMEDIATE RELEASE (Hyannis, MA – June 15, 2021) As we enter our summer season the Town of Barnstable would like to remind owners of rental properties that they are required to register rental units with the Town of Barnstable Health Division; this includes ALL rentals from annual to summer to short-term. The requirement to register rental properties has been in place in Barnstable since 2006.

Submissions by mail:  Use one form for each unit to be registered and return to the Public Health Division, 200 Main Street, Hyannis, MA  02601.   

There is a fee of $90 and $25 for each additional unit on the same parcel.   The check should be payable to: Town of Barnstable.

Failure to comply with this Ordinance may result in the issuance of a non-criminal ticket citation in the amount of $100. 

We are also pleased to announce that we now have a short term rental complaint hotline available for the public to submit any complaints concerning short-term rental properties.

Public Hearing Date Change
The Town of Barnstable advertised a public hearing to consider zoning amendments allowing Accessory Dwelling Units for an in-person Town Council meeting on July 1st. On June 16th, the Governor signed a bill allowing public meetings to continue to be held remotely. In order to maximize the opportunity for public participation, the public hearing on the ADU zoning amendments has been rescheduled for July 15th and the hearing will be held remotely, via Zoom.

At the May 6, 2021 meeting, the Town Council introduced proposed amendments to the zoning ordinance to allow Accessory Dwelling Units (ADUs) as an accessory use to a single-family residential dwelling. The Town Council affirmatively voted to refer the proposed ADU zoning amendments to the Planning Board.

On Monday May 24, 2021 at 7:00 pm, the Planning Board will hold a public hearing on the proposed zoning amendments.

Positive Rabies Detected in Hyannis

First Positive Case of Terrestrial Rabies on Cape Cod in 8 Years

June 10, 2021 – Barnstable, MA | The Barnstable County Department of Health and Environment announced today that a rabies positive racoon was discovered through routine testing following a sick animal call in Hyannis. There was no human contact with the raccoon. This is the first known case of terrestrial (non-bat) rabies on Cape Cod in 8 years. Rabies in wildlife, primarily raccoons, skunks and foxes, has been effectively managed in Barnstable County due in large part to oral rabies vaccine distribution conducted by the Cape Cod & Southeast MA Rabies Task Force each spring and fall.

Barnstable County Department of Health and Environment (BCDHE) is working closely with the United States Department of Agriculture’s Animal and Plant Health Inspection Service (USDA APHIS) and the Town of Barnstable’s Health Division and Department of Marine and Environmental Affairs to coordinate a targeted and comprehensive trap, vaccinate and release program. Sampling for rabies will be performed on wild animals that are injured, sick acting or found dead.

It is important for the public to keep themselves, children, and pets away from wild and stray animals. Pet owners are also reminded to keep their pets’ rabies vaccines up-to-date. Remember, you cannot tell if an animal has rabies just by looking at it. If you do see an animal behaving strangely, please call your local animal control official.

We would also like to remind the public that the capture and relocation of any wild animal is illegal and can cause harm to the animal. In the past, it has been determined that animals relocated to Cape Cod were identified as being infected with rabies. Please visit Moving wildlife | Mass.gov for more information.

Attention Drivers

NATIONAL GRID GAS PIPE INSTALLATION, ANCHOR LANE, COTUIT

May 4, 2021  National Grid, through their contractor Fraser Engineering, is planning on trenching across Route 28 on Tuesday, May 11th as part of their Anchor Lane (Cotuit) Regulator Station replacement project.  This work will require single lane closures on Route 28, which will last one evening.  Work is anticipated to be performed from 7:00 PM to 7:00 AM. 

Pre-work (i.e. saw-cutting) will take place on Wednesday, May 5 and Thursday, May 6, which will require portions of Anchor Lane travel lanes to be restricted, and work on Falmouth Road (Route 28) will include temporary lane closures, which will be controlled by police details. As always, please slow down and use extreme caution when traveling through the road construction areas, and follow posted safety and detour signs.

Slurp Oyster Contest

Hello Recreational Shellfishers!

In case you missed it, we are still having fun with our biggest slurp oyster contest! Our video is HERE

I have finished making the winners “medal” since we only have 1 week left of oyster season! That’s right, one week left to find the biggest oyster (Last day April 28 and then all of North Bay closes)! If you have already entered, you can enter again if you found a bigger one. I am not going to tell you who has found the largest so far since I want more slurps! I will give you a hint, it needs to be at least 6.5 inches to be in the running and remember, people don’t like to walk far so those ones down at the end have probably been there a while…..

Happy slurping and best of luck out there. It was great to see all your smiling faces and amazing entries! I will be sending out another email to announce the winner and ask those that entered if they would be willing to share their pictures with everyone.

The Civic Association is going to hold its annual Village Clean-Up Day again this year. The event is set for Saturday, May 15, from 10:00 a.m. to noon. (May 22 will be a back-up date in the event of inclement weather.)
There has been a great response to this in prior years, as Villagers take a little time to help to clean our streets and byways. In consideration of the pandemic, we are adopting certain protocols this year to provide as safe an experience as possible. Participants will meet at Lowell Park at 10:00 a.m. and be given street assignments and further instructions. Trash bags, pick-up tools and gloves will be provided. 
If you would like to participate, please e-mail cotuitcivicassociation@gmail.com. Having advance indications of participants helps organize the pick-up areas efficiently. Details will be provided to all volunteers by e-mail prior to May 15.

Barnstable County is a member of the Cape Cod COVID-19 Vaccine Consortium, comprised of Cape Cod Healthcare, Barnstable County, Cape Cod Delegation, the towns and community health centers of Cape Cod, with support from Cape Cod Community College, which has established a large-scale vaccination site at the Cape Cod Community College gymnasium. Harbor Health, Town of Barnstable, and Hyannis Fire Department Team Up to Open

COVID-19 Vaccine Clinic at Barnstable Adult Community Center

(Hyannis, MA) – As Massachusetts opens vaccine eligibility this week, Harbor Health, the Hyannis Fire Department, and the Town of Barnstable have partnered to create a new vaccination clinic at the Barnstable Adult Community Center (BACC) in Hyannis.

Harbor Community Health Center in Hyannis began vaccinating patients and community members at the Zion Church in Hyannis in February.  To expand vaccine appointments, Harbor collaborated with the Hyannis Fire Department and Town of Barnstable Health to open a larger vaccine clinic at the BACC.

“We are grateful for the support from the Town of Barnstable and Hyannis Fire Department– this kind of collaboration is critical to getting shots into arms and helping all members of our community stay healthy and safe,” said Mary Jo Brogna, Director of Nursing for Harbor Health.

“Providing local access to vaccine services is essential to our efforts to get everyone in our community vaccinated as quickly as possible,” explained Thomas McKean, Town of Barnstable Public Health Director. “Together with Harbor Health and the Hyannis Fire Department, we are taking an important step in making getting a vaccine easier for people living on Cape Cod.”

Hyannis Fire Department Chief Peter Burke added that “As first responders, we are here to help protect our community. We are proud to be a part of this effort to give vaccines and bring hope for recovery from the pandemic.”

Members of the Hyannis Fire Department and the Barnstable Health Division will work alongside Harbor Health staff to provide vaccines.

The Harbor Health vaccine clinic at the BACC is by appointment only, no walk-ins.  Appointments are open to anyone 18 years of age or older.  The clinic is offering the Pfizer vaccine.  Patients and people who are not patients of Harbor Health are welcome to make an appointment by calling 1-888-503-0766.  Appointment assistance is also available in English, Spanish, and Portuguese.  People may also schedule an appointment online HERE
